Simply connect two devices with the same wireless network in order to initiate voice chat by clicking the appropriate button. It will not be useful as an application, given that a WiFi network does not have a very wide range, but in some cases it may perhaps be convenient to use an iPhone as audio monitor in the room of a newborn.
The application is available for free on Cydia.
